Enrollments continue to increase steadily. Annual enrollments, on average, have increased by 3800 students per year for the years 2003-04 to 2006-07, with evidence of significantly higher increases in annual enrollments since 2005-06. |

Workforce Training The VCCS will provide workforce training programs for 225,000 individuals annually, an increase of nearly eighty percent -- from 125,000 to 225,000. |

In 2006, the VCCS increased by 44% the number of individuals served through Workforce Development initiatives. At this rate of growth and service, the 225,000 target will be achieved in advance of the Dateline 2009 goal. |

Affordable Tuition VCCS tuition will not exceed half of the average cost to attend a public four-year institution in Virginia. |

Year Four Update
Since 2003, the VCCS has publicly and operationally maintained its objective to keep VCCS tuition and fees at less than half the cost of tuition and fees at the Commonwealth's public senior institutions. In 2007, VCCS in-state tuition and mandatory fees were $2,270, approximately 32% of the average cost of tuition and fees at Virginia's public senior institutions ($7,083). |

Graduation, Retention, and Placement Rates To expand its capacity and provide greater economic opportunity, the VCCS will rank in the top ten percent in the nation with respect to graduation, retention and job placement rates. |

Year Four Update
The three-year VCCS graduation rate of the fall 2003 Cohort, as reported by IPEDS, was 16.0%. The 3 year average graduation rate of our peers was 18.9%.

While VCCS colleges compared favorably to national peer colleges, VCCS still needs to improve its retention rates to reach top-ten status. VCCS colleges collectively managed a retention rate of 59% for full-time students in Fall 2005. However, the 90th percentile rate for all peers was 67%.
Nationwide, retention rates are better for full-time students than for part-time students. VCCS colleges had a retention rate of 41% for part-time students, which compared well with peer colleges, but was shy of the 90th percentile.

Transfer to 4-Year Colleges and Universities The VCCS will triple the number of graduates who successfully transfer to four-year colleges and universities. |

2007 Update
The VCCS has made great strides in developing partnerships and securing funding that will help achieve the transfer goal.
The transfer rate for 2005-2006 was 64% for transfer program graduates. This number is expected to increase over the next few years as a result of investments in student grants and transfer agreements with 4-year colleges and universities. |

Dual Enrollment with High Schools The VCCS will triple the number of high school students who take college courses and receive college credits, raising the number from 14,000 to 45,000. |

Year Four Update
The aggregate number of high school students taking dual enrollment courses has increased steadily since 2002 with the 2006-07 enrollment reaching 28,731. The trend places the VCCS on a track that is just short of the Dateline 2009 goal. |

Private Funding The VCCS will become more proactive in securing private support to ensure its capacity to respond to the needs of the Commonwealth. Collectively, the VCCS foundations will double their holdings, moving from $75 million to $150 million. |

The collective value of VCCS foundations has grown $63.6 million since June 2003 comprising 93 percent of the Dateline goal. |
